Members of the State Duma of the Russian Federation, with the support of representatives of the Federation Council, turned to Russian Prime Minister Dmitry Medvedev with an initiative that is potentially beneficial both for the domestic economy and for the country's agro-industrial complex.
Deputies and their associates proposed to reinforce the concept of "rural tourism" with a legislative framework. The initiators prepared the corresponding bill and presented it to the Russian Prime Minister on April 17, 2019.
The main goal pursued by the founders of the bill is to develop agricultural tourism in the Russian Federation. It is proposed to consolidate the rights and obligations of participants in the development of agritourism in such laws as, for example, “On the Basics of the Development of Tourism in the Russian Federation”.The concept of “rural tourism” is enshrined at the legislative level, which from the moment the bill is approved will be defined as a special type of tourism, involving visits by Russian and foreign visitors to the territory of agricultural producers' possessions for educational and entertaining purposes.
The initiators of the project rely on successful foreign experience in agricultural and rural tourism and emphasize that in European countries rural tourism brings tremendous income to the state treasury.The initiators of the project see one of the priorities for the development of rural tourism in expanding sources of income for rural residents, which will help diversify the rural economy of the Russian Federation and have a positive impact on employment and leisure in suburban settlements.
